Three possibilities:

1. The Dayton Hamvention is also the ARRL National Convention.

2. The League's membership numbers are way down and they are trying
desperately to attract new members. Since Dayton is the nation's, if not the
world's, hamfest, why not use it in a recruiting drive?

3. The League is still smarting from the overwhelming opposition to their
bandwidth petition, RM-11306, that showed up on the FCC's Electronic
Comments Filing System.
