That is flat-out wierd that the winding contacts are ripping up the insulator plate or whatever it is.  That's the second time
recently that someone has talked about mod transformer terminals that came loose.

If the windings are really ripping the terminals on the back plate like that, then there is probably some serious problem inside the
transformer.  If it took the 2700V, then I would try to open it up and fix it somehow, though.  There might be an intermittent short
at the terminals.

Once you feel that the terminals and connecting leads are under control, and assuming that the transformer was not burned out by
that arc, you might try (carefully!!!) applying 2700 VAC to the mod transformer primary while the transmitter is on.  This should
modulate the finals quite well.  If not, then (carefully!!!) see where the voltage is going.
