IMHOP,tube type QRP rigs could be a good way to start learning. Volunteer
AM type instructors can teach the theory and safety aspects. Theory is theory
no matter what the power level and when conditions warrant, throw on the amps,
starting with 807, 811 and 810 etc.

Along with theory, operating instructions should be taught. My local club does
a great job of helping newbies get their license but apparently the "spark" to
get on the air is only planted for the 2 Meter FM daily net and then for less
than an hour.

Where are the "Extra" phone operators the FCC thought needed more  
frequencies??
