The Region 2 band plan (like all Region band plans) exist primarily for
guidance for countries that do not have an equivalent-type FCC like we
do. The FCC has no representation at Region 2 meetings and the ARRL which
is there representing U. S. amateurs only has a one vote say in any
voting procedures. 

Although the 160 "AM" omission is annoying, it's been that way for the
last several iterations of the Region 2 Band Plan. However, the stated AM
calling frequency for 20 meters is in error. It should be 14.286 not
