Because A) it is contrary to EBay rules, and B) because his only intent is
to drive the price up artificially. He does not have to pay for it. The only
requirement is that the seller pays EBay's fee.

   Why would he be blacklisted?  Can't his buddy bid on it?  If he wins, he
