It is called a 'shill buyer'. Either the buyer himself creates a second (or third, fourth, fifth) ID and bids up the price, or has a friend submit the price-increasing bids on his behalf. The hope is that someone else will also keep bidding and will win the auction. In either case, the shill bidder does not really pay anything. The seller still owes EBay their pound of flesh, but nobody actually gets paid for the goods or is there a transfer of ownership. 

It was much easier to see this type of activity before EBay chose to hide bidder IDs several years ago. Now we can see a pattern that suggests a shill is in action, but can't be sure.
