Hi Brian,
The S-120 had a selenium rectifier in it originally. If it hasn't been
changed, it probably has developed a very high forward resistance. That
would account for your low voltages, but maybe not for the hum. Replace
it with a silicon diode, they're cheap, <1$ for one that will handle a
few amps, at 1000 volts.
Are you hearing the hum in fones, or thru the speaker?
